Maybe she got a scholarship that reduced the price of attendance to below the cost of attending a state school in-state. Happened to me. Not all schools are equally endowed.

So when putting together the roster of who will be involved in a state’s legalized marijuana trade, people who have experience with marijuana pre-legalization are excluded. That makes no sense at all.
