I smell what you’re cooking. But, part of the subscription fee is used to develop New Content, Legacy is by it’s own definition Old Content. It’s stripped down to (one of) it’s most basic forms and re-distributed, and that would be the only major difference I can see.

I’m in an area where I can’t watch the video, so I can only read the article. As for Private Servers, they always crop up regardless, their existence does not necessitate demand for a Legacy Server, because...and here’s the big difference...they’re free to play on most of the time.
It’s not too far fetched, there are some people who like Exclusivity in their items and having something be really expensive is a means to do that. Making it cheaper, in turn to this group cheapens the acquisition of the item.
I think you missed the actual point of the article. Blizzard isn’t saying that it’s players don’t know what they want, in fact they’re all very transparent about it. The problem is, that there are many Sub-Divisions within the game itself that conflict with one another.
