Those numbers do mean a lot, and yes (Traditionally) that does include games sold as part of bundle, at least when Nintendo releases those numbers.  Retail numbers, like those provided by NPD and Famitsu don’t usually (correct me if I am wrong) include console bundles in the software sales.
