Just pay your service workers a living wage. Hell, my daughter - age 19 - works as a hostess at a nice restaurant in Vancouver. She makes $20/hr and gets a small cut of the tip-out. Yes, Vancouver is exceedingly expensive to live in. But she and her roommate make it work. Decent wages make a difference.

I have no idea if they were illegal or not. THAT is not my problem, that is the guy employing them’s problem. Or at least it should be. But it isn’t really, because the enforcement in the US is absolutely minimal.
