You must be too young to remember what cars looked like prior to the ‘retro-craze’. Honestly, it was a breath of fresh air, and, when done correctly resulted in a lot of pretty cool looking cars that started to move away from the endless stream of blobs that were being churned out in the mid 90s.
Your premise is faulty. These structures do not exclude certain types of people, they exclude certain behaviors by any type of person.

While “housing supply, rising rents, and stagnant wages” may be responsible for homelessness, leaving substance abuse, it’s pretty weird to leave out substance-abuse, addiction and lack of access to mental health care.
