While watching that .gif, it became more and more difficult to follow the meaning of your paragraph as you swapped descriptive words for common words. Perhaps it wasn’t a great example, but it felt as if the tool was doing the opposite of what it had set out to accomplish.
Essential does not mean useful; it means essential. Putting out a raging fire is an essential governmental service; fixing a pothole, though useful and ultimately necessary, is not essential.
“Non-essential” can cover things like meetings, conferences, etc. Things that are often helpful and in many cases incredibly useful for doing your job but not absolutely necessary for you to be able to do the minimum requirements of your job.
