These aren't false accusations. A false accusation is when someone goes to the police and files a police report alleging a crime where there was none.

Everything can be abused. The tax code can be abused. Criminal law can be abused. Freedom of speech can be abused. Saying "It could hypothetically be abused!" is true of almost everything and adds very little of substance to a discussion.
