I think you definitely have a point here in redemption arcs, and seeing people changing and growing. I am on board for this if someone expresses regret and wrongdoing on their own part (although in my opinion, rape is and should be incredibly difficult to come back from).

The US has always been selective about which countries it chooses to police. Those have mostly (but not always) been countries that are browner, poorer, weaker, and usually have resources that can be exploited.
