Plus, there’s no city on earth that can handle significant snowfall during rush hour. I’ve seen shit absolutely hit the fan in Buffalo for what would have been a manageable amount of snow if it didn’t all come down at 5pm.

I’d be curious of the city’s volume of snow-removal equipment and available staff in comparison to a city located further north. Usually these “snowpocalypse!” stories happen in cities that are woefully underequipped to keep the roads clear, not just those that have badly organized highway systems.
