Everyone has off school on Easter because Easter is always on a Sunday. Very few schools(mostly Catholic Schools) give Easter Monday off. 

In PA, the tests dates are mandated by the state and every school has to do them at the same time. The individual districts have no ability to change the schedule. Not sure how it is in other states.
