It was probably taken with a cell phone camera. A lot of them are known for warping things which rotate quickly, due to the way the image is captured by the phone. I'm sure that the wheels would look just fine if the car was sitting still.

Michigan Vehicle laws are frustratingly vague things, I cannot find the document I got that from. The site is little help, either, but I do remember seeing a PDF on "lifted vehicles" or something along those lines.
