Where I’m at the you wouldn’t get past planning with that approach. Let alone get a permit. If the construction doesn’t match the permitted drawings you won’t get a certificate of occupancy and you can’t move in.
You’re giving the developers too much credit in your example. Site layouts are entirely driven by city ordinances and design standards. You back into the maximized building footprint after looking at required parking counts, set backs, and landscape requirements and you get what you get.
Its bad design. Ideally there would be as little interaction between pedestrians and cars as possible. The only reason I can think of why the entry drive would point you in the direction to be driving across the front of the store is the proximity of the entry drive to any intersection nearby.
