It is interesting, but I think it's ultimately moot. Skin color has nothing to do with it in an auditory medium like voice acting, whereas it does in film because you can clearly see the color of their skin.
Why would it matter enough to hire a black actor? Conversely, why would it matter to hire a black actor for a white character? What is so important about your race when it comes to voice acting?

Experiences aren't limited to someone of a certain skin color though. We've all experienced the full spectrum of emotions before, and that's the mark of a good actor - they can make you believe that they've lived it and let you connect to the experience, even if they haven't. That's why they're actors.
I get your concern, but I would think the right solution would be hiring qualified black VAs into positions for white/black/other characters, rather than excluding qualified white VAs from black characters to fill with black actors exclusively.
