There was a Mario game in the works, yes. There aren’t a lot of details beyond that known, though. Really, a lot of the info on the NPS is still a mystery, because neither company will talk about it.

Was Start even part of the code? I’m pretty sure Start is just there to start the game. I guess it depends on whether or not pressing any other buttons resets the code (which I assume it doesn’t, since you can press Select after entering it). Making the code simply UUDDLRLRBA.
