Yeah, and getting one with the hidden ability (Regenerator) is low odds on top of that. I was in a single battle that lasted at least an hour trying to get mine.
Personally, I plan on breeding & sending out a bunch of Regenerator Mareanie on Christmas- it takes forever to chain for one, so hopefully this will save someone a lot of time and frustration.

I don’t think you’re remembering correctly at all. Rocket never does anything other than hostile takeovers, their goal is pretty much making money and seizing power.

Once you get all the Gym Leader phone numbers, grinding in HGSS becomes way easier. Still not as good as some other games, but not as bad as the original GSC were.
On one hand, there are certain logistic issues with this- Pokémon of unusual size (*cough*Wailord*cough*) have to be scaled in order to reasonably follow the player, many water Pokémon just have to float through the air (which they also do in battle, but it seems more jarring on the world map), no one really cares…
