When boys were wearing their pants halfway down their thighs 15 years ago, the dress code was focused on them. The focus will always be on the people that are a slight piece of fabric away from exposing themselves at school.

Had to check: Are we suggesting that the solution to getting 12 year old boys to stop staring at girls that wear sheer leggings instead of pants is to discipline all of the boys every day?
