For $500-600 (depending on Windows licenses you have/monitors/kb/mice) you could build a PC that could handle this and every game out right now quite easily.

Okay, CPU is about as good as they get. SSD PROBABLY wouldn’t do much, but who knows. Constant calls for textures might be part of the slowdown. No idea how Civ6 is programmed, but the increased VRAM usage suggests an SSD don’t do much besides loading the map in the first place.
