I don’t know the traffic laws in California and if rolling through stop signs is allowed for bicyclists, but I’m pretty sure they don’t allow automobile drivers to do so.

FWIW now that painted bike lanes have been in implemented for several years in many different settings, data is showing that they can be responsible for an uptick in automobile/bicycle crashes.
