Exactly this. Buzz is supposed to be a generic spaceman. He and Woody were designed so viewers could instantly recognize what sort of toy they were without needing any explanation. Hell, one of the main themes of the first film was that Buzz’s toy backstory didn’t matter because “YOU! ARE! A! TOY!”
