Definitely sped up. Check the speed vs body roll on entering the turn. If a high vehicle like an ambulance threw itself into that turn like that, it would understeer into the guardrail or grip and flip.

As someone who has had my fair share of projects, and breakdowns, I have done a few questionable things like this. Step 1: Plan the LEAST INVASIVE route. No main roads, no high traffic areas, just avoid everyone if possible. That was a rookie mistake by the driver.
