Mulholland Drive is a mess. It has too many threads including Lynch’s I hate Hollywood thread.
But they would see it on a national network. The money that the team has spent pretty much undoes the idea of that being a small series.

It’s very good production design, but the story is so ponderous. Scott built this nice diorama with thin characters whose logic escapes even the most basic understanding of smart. The David/Walter dynamic was terrible. So many wasted actors. No wonder why the public responded to this with indifference.
