BTW, a “full-TED elevator position” means that the trailing edge elevator (basically the “flap” on the horizontal tail wing) of the MD-83 is in its fully lowered position. If it were stuck that way, it would be impossible to lift the nose. The pilots might have seen that when they did the walk around, but couldn’t

I’m not sure. These a/c have been flying for many, many years, and they aren’t dropping out of the sky (or failing to take off) on a regular basis. I’m going to take some time to digest this report today. I found that after searching “preflight” on the document.
