You can see why this happened pretty clearly in this aerial shot. The new bridge will have NB and SB lanes on either side of the central pillar. Right now, traffic is running on the original road surface, on the left in the photo. The new lanes are being built on the other side, the right of the photo. The new surface…
They're taking an enormous ROW for the road through there. When (or if) they finish, it should be pretty nice. But it's a long way off.
The new bridge is being built over the original highway at that point. The new road will be lower than the original. Once they finish one side, they'll likely transfer traffic to the new surface and dig out the old. I've driven this section many times, and it's a nightmare.
