Poor people make up a vast sum of money in the lottery pool. It is a program that effectively takes food out of the mouths of children. The whole “education” angle is just a sales pitch. An enormous amount of the money goes towards costs and very little of the money reaches educational programs specifically.

The money doesn’t really help fund anything. Sure it started that way, but the new revenue stream became a way to de-fund those same priorities over time leaving them at or below the total funding levels prior to the existence of a lottery.
