CEC is in no way unique to Aegis.

That is where Lockheed Martin delivers Aegis program updates to the Navy, there is a very real radar on top and every flavor of Aegis buiding inside. Lockeeds main production plant is about a half mile away and they have a fully functional Spy-1A radar lifted from the Gates.

A San Antonio most certainly does have ASW capability, its called LAMPS helos, and they are a HELL of a lot higher performance than hull mounted sonar on surface vessels, you can make the argument for toed arrays, but you should also note the Flight II Arleigh Burkes aren’t equipped with them, only Tico’s and Flight Is

They are. We don’t call it a chain of command for a reason. There are multiple Officers able and qualified to take command of the vessel and it would incredibly rare that they all are present on the bridge at once.
