This is actually pretty unlikely. The spawns out in the world are the same for you as they are for anyone else, the servers in charge of spawning pokemon would have to be watching you and everyone else around you to figure out if everyone’s running low on items. It’s more likely confirmation bias on your end :)

This isn’t random as much as it is a result of the server updating periodically. The radar doesn’t update in real time, it just polls periodically and updates the snapshot of what the area around you looks like. Depending on how much you’re moving, the distance to each Pokemon could change rapidly between updates.

Yeah you can use the top six or so Pokemon to figure out if you’re moving in the right direction. I tracked down a Rhydon last night by walking down streets that caused it to move up my list, and doubling back down different streets when it started to move down the list. I don’t thik you understand. There’s nothing spawning in Japan because the game isn’t out in Japan. There are no servers to generate those Pokemon spawns in the world. Expecting the game to work in Japan right now is like expecting to be able to log into the WoW servers during maintenance.

It does though. You can check it whenever you see a Pokemon go from two paw prints to one. If you walk past that Pokemon, you’ll go from one print back up to two again.
