40 hours is what most PEOPLE consider "full time" because of the old standard of "the 40 hour work week", but for benefits purposes (vacation time and insurance), anything over 30 is usually considered full time.

Most states count anything over 30 hours as full time....so either that 39 hour thing is FUD or else that particular state just sucks.
