I can see that happening if Commercial Street and Hanover St are the only streets for traffic with no parking and standing only zones for pickup-drop off only. Parking garages are already well established all around Commercial St and All side streets would be pedestrian only at that point.

This is a common misconception. They were not built for walkers and bicycle riders. Some of them have made a conscious decision to change that over the last 50 years.
