yes.  there needs to be a corresponding expansion of public transit any time something like this is enacted.

pretty much every city in europe does this.  they allow delivery trucks between midnight and 6am usually.  construction and repair vehicles (like plumbers etc) get permits for daytime access which are strictly enforced.

not really. a large industry of for lease/sale parking structures and car rental complexes on the border of the ban area at/near public transport hubs would spring up quickly.  for an example take a look at any major german city with a central “Walkplatz” or no cars zone.  parking structures get built at major entry

there are many practical reasons why a total ban of cars and trucks in even a city like NYC, Chicago, Boston or other major cities with decent to good public transit is not feasible.

businesses need to get deliveries, things need to get repaired, buildings need to get built.
