There is no such thing as war "savings". You spend money to wage war, therefore when you stop you stop spending money. And since you weren't getting "paid" to go to war, you can't "save" money you didn't earn. Reality is calling it not increasing the deficit further, not savings that you can spend elsewhere.

There are a few pasta dishes that come to mind that call for prosciutto, and it does work well (especially with peas). However, it's far better to enjoy it uncooked :-) Oh, and don't waste your time on the cheaper varieties. Parma is the only way to truly enjoy it!
