I did. Language is an important aspect of integration. A lack of integration causes social problems - see much of Europe. Social problems because of a failure of integration are bad for everyone.

But immigrants are capable of learning english. In your example the immigrants can walk, but prefer the motorized scooter because it requires less effort.

There’s a difference between being able to do something but putting in no effort, and being incapable of it.
