Considering that the wind from Katrina had little effect on the marshes, yeah....flood seems about right. Huge flood, but flood nonetheless.
Essential to say: part of the reason that Hurricane Katrina hit with such force is that the state had cleared away tons of marshland at the behest of the petrochemical industry. Marshes act as a natural storm buffer; when they were cleared away, a lot of the storming-sapping protection around the area was removed.

It’s the localized spray from the reaction control jets; once the panels start moving they’ll probably oscillate for a short time as well (note the other panels behind the main truss are not moving). The torn panel in the (white) heat radiators to the immediate top-right is also flapping around.
The first time someone gets in control of it must be nerve wracking despite the hundreds of hours on the simulator.
It is a manual procedure, I mean the spacecraft is remote controlled by cosmonauts.
