In theory, yes. However, the reality is that I've yet to come across a single instance of a non-black person using (as opposed to saying) the word without sounding like a dick (and that's not including the actual dicks).

If you are of an ethnicity (i.e. black) that is included in the word, then I'd say it's your property. If you're not, it ain't. I'd hoped 'non-white' in this context would have made that clear, but happy to clarify.
