We have cold winters around here, but lots of those cold days are also sunny.  Makes a big difference for me when I try to decide between shorts and tights.

About -60 F if you include the wind chill. Winters in the Canadian prairies can give you a few brutal weeks.

That’s not really that cold, unless it’s windy. -25 C is my general cutoff for running outside in the winter. But I seldom run in shorts much past -5 C.  Dude’s a beast.
