I don’t see how that’s even possible, considering how fast casters talk and much of what they are saying is relevant to what happens at that very moment... you’d either need a super accurate/fast speech to text system... or there has to be a serious delay in the stream itself for deaf people.

Well you could easily get the effect in post processing... though from the looks of the shot, it was probably done at slightly slower shutter speed (given it’s night time) and I think the rain creates a nice blurring effect on the background. The color could just be a filter on the lens.
