Hmm really would not mind having a MMO based off of the Fallout universe. Too bad i can’t play any Bethesda games cause they make me motion sick.
Well you could easily get the effect in post processing... though from the looks of the shot, it was probably done at slightly slower shutter speed (given it’s night time) and I think the rain creates a nice blurring effect on the background. The color could just be a filter on the lens.
