Irrelevant.  The government cannot legally require something that there’s no possibility for citizens to obtain.  They can either drop the legal requirement, tell insurance companies to get fucked (this is the correct answer) and compel an ACA style option, or provide state insurance (the second best option).

Then California cannot require insurance as a condition of driving anymore.  Periodt.  It cannot be a legal requirement to obtain something that you have no actual path or option to obtain.

Cute, but that’s between the government and insurance companies.  It shouldn’t fall on the customer when the gov’t says “you have to have this or you’re breaking the law” without GUARANTEEING at least a path to legal compliance.
