The relationship between Picard and Data was most significant during the TNG films, which makes sense given that Picard didn’t start to let his guard down with his crew until the series finale. Even before then, Picard certainly always took a special interest in Data’s quest to become human.

Picard always admired Data and viewed him as a man coming to terms with sentience and existence in an almost childlike way that Picard always respected. Picard, especially, in Data-heavy episodes of TNG and the movies definitely viewed Data as a friend and someone he cared for almost like a brother.

I loved it. Every second.
