That would apply to almost *any* aircraft, but the F-16 and a plane like the A-29 have very different roles. It seems that the Air Force really wants/needs a low/slow aircraft that can loiter for hours over a target (that is *not* the F-16!) and carry sufficient munitions for counterinsurgency ops.

FYI, airlines purchase fuel with extended contracts that can extend for years. When we see gas prices roller-coaster up and down, airlines may be locked into gas price packages they negotiated months or years ago.
