I was pretty young when that was signed but I remember my very conservative relatives being pissed about it. If someone didn’t give a fuck in 1994 about openly gay people being in the military then it wouldnt seem progressive. But social progress is slow as hell. 

The only issue I take with this is that people forget that Don’t Ask Don’t Tell was progressive at the time. It replaced an outright ban on LGBT people in the military (which Republicans were trying to enshrine into federal law).
