Fact:

A lot of the 2 hour parking rules don’t allow this. You can’t move to another spot within the 2 hour parking area. But if this works for this guy, more power to him.

In place with 2 hr parking, you have to move your car to a different block, not just the spot next to the one you were in. So this person would most decidedly get a ticket just doing this.

What if the Tesla likes the thick girls? It doesn’t know any better.
