Is there a major sports league anywhere in the world which does allow the use of marijuana? I know the NHL is kind of a grey area, but looking for an outright “we’re ok with our players doing this” example.

No, they get softer. Softer means you can hit the ball lower, which means less impact from wind, more ability to use spin.
