I have not heard this but I do know that pet keeping customs very greatly by region. I live in Brooklyn now, and most people side on the indoor side because it's a city and there are a lot of feral cats in my neighborhood. There are a few people here who still go indoor outdoor. Why is that more likely? That scenario is also possible, but indoor cat vigilantes are not unheard of. A lot of people have very strong feelings that pet cats should all be kept indoors and that people who keep outdoor cats are doing something wrong. Also people love quirky pets with three legs or one eye or whatever.
