And who’s to say that he didn’t get it from his friend Joe the Wizard? I think the implication of the text was that the No-Maj were aping the Wizarding Communities innovations (either by influence or inspiration from the Wizarding community).

I figured it was one of those things where the magic subtly influenced the world around it so that is how our Congress got the name etc.
