This is such a terrible read. You seem to be failing to understand that in this completely fictional world that these magical communities are similar to non-magical communities, but do not base themselves on the non-magical communities. If anything, the M communities influence the N-M communities.
It's history adjacent, same world, separate unknown community.
I could be wrong, but I think what these were going for was that Eurpoean wizards viewed North American native wizards as equals, and vice versa. It does state that Wizards around the world knew of other wizarding communities before non-wizarding communities knew of each other. Intolerance in the wizarding world…
You are saying that because another novel is that way this non-novel needs to be as well.
People want her to create a whole new series and slowly build a governmental system rather than give a basic overview.
