Because someone who violates another will not self-report. The language is specific because it encourages those who may be harmed to report as opposed to encouraging others to simply not do something.
You can also look at male performers who are seen as “A dime a dozen” and are more liked for the size of their equipment than anything else. Porn is an industry that uses and casts off all of their performers at an alarming rate.
