The individual nation state actors of the Republic will call their own fleets, which is how it was intended. The Republic fleet itself was tiny, but the Republic’s membership is large and collectively powerful as a military force.

However, the individual state actors in the Republic membership were encouraged to keep their own “militia”. While the official New Republic fleet was small, their ability to call up a huge number of planetary-based soldiers now that the Empire has officially broken the treaty will be much bolstered.

I was under the impression that the New Republic mostly de-militarized after the peace treaty, allowing individual member states to essentially keep their own militias instead of a large standing Republic army.
