The university has no standing to make a report for an individual. And shouldn't. People who do not want to interact with the police should not be discouraged from reporting to their university by forcing some kind of police report.

Going to the police is not always the best option, especially in college towns where the police and the boosters are often the same people. That's why we have college investigations into abuse.
