When all the neighborhoods are known to be unsafe after dark you’ve kind of passed the point of blaming the tourist.
Also, it seems your point is that they should have known better than to be out after dark. In major tourist areas like Copacabana, where lots of hotels, bars and restaurants are.

Maybe in Rio but when I was living in Salvador 15 or so out of my cohort were robbed on their way to or from home and dinner or drinks. Usually on a Main Street, before midnight.
And this is why people don't go to the cops. Glad to see ours aren't the only ones doing it really wrong.
