They're shooting at both the normal kid audience, with the parodies of popular video games like Call of Duty and Halo, as well as a more mature audience by featuring cameos from many iconic characters from the arcade period (Robotnik, Zangief, Kano, Pac-Man, House of the Dead Zombie, possibly Dr. Wily, etc etc)
